So im playing right now and can confirm that active includes sleeping lol. Switched the plants to the Refectory and immediately started getting components. This still applies when placing them near the top. For now it needs a base, and an upper lateral access. The Belvedere, Cloister of the Righteous, Guinea-pig Tower, Greenhouse and Observatory all need an extra space above the structure. I tried putting some component making plants in student bedrooms (they require active students to generate components over time). Indeed, the placement of the belvedere is not very intuitive. I also think that the "active" requirement requires anything but sleeping.
